Local economy 'in recovery,' but celebration will wait

It may not feel like it for those who are out of work or deep in debt, but Elkhart is one of the 79 U.S. metro areas that was economically “in recovery” in August, according to the Adversity Index, a gauge of economic activity produced by Moody’s Economy.com for msnbc.com.

The index, which is based on government data on unemployment, housing and industrial production, had previously rated the city as “in recession” for 32 consecutive months, dating to December 2006. (Click here to read about the national picture for August.)

The positive signal for Elkhart lends support to pronouncements by local officials that business activity has been picking up in recent months. But it also comes with warnings that the recovery – if it has in fact begun – will be neither quick nor smooth.

Still, word of the uptick was warmly received by Dorinda Heiden-Guss, president of the Economic Development Corporation of Elkhart County, who said it jibes with what she’s been seeing.

“Based on what I’ve seen from both existing companies and prospective new companies, that appears to be the case,” she told msnbc.com.

Heiden-Guss said that RV makers, which have recently been hiring back some laid-off workers, are expected to see sales rebound in the coming year, citing an EDC forecast calling for a 20 percent increase. And over the past two months, EDC staff have identified as many as nine local businesses interested in expanding operations. The group also continues to see “extremely heavy interest” from manufacturers of a variety of non-RV-related products who currently do not have operations in the area, she said.

But despite such positives, economist Andrew Gledhill of Moody’s Economy.com warned that Elkhart is by no means out of the recessionary woods.

“Elkhart definitely remains in a quandary, and the economy may never fully recover to what it once was,” he said. “In fact, in our long-term employment forecast, we never have Elkhart reaching its pre-recession peak. … Elkhart is in bad shape and will be for the foreseeable future.”

And Grant Black, an economics professor at Indiana University at South Bend, said that a one-month surge in the Adversity Index doesn’t necessarily mean that the recession is in fact in retreat.

“It’s going to give you a good ballpark of what’s going on,” he said of the measure, “but it may not tell you where you are right at the moment. In other words, it’s not going to be the best instrument for saying we’ve bottomed out and turned the corner.”

Black said recent data show Elkhart County has several areas of continuing concern. Chief among them, he said, is that while the unemployment rate has been steadily declining since spring, so too have employment numbers. The labor force in the county now stands at roughly 94,000, down more than 6,800 since the fourth quarter of 2007, he said.

And 12,000 households in the county were receiving food stamps in July, up 11 percent from January, he noted.

Figures like that keep County Commissioner Mike Yoder from taking too much satisfaction from the recent surge of business activity and interest that he’s seen. He’s worried that many recently rehired RV workers will soon be laid off again as manufacturers pare back during what are the traditionally slow winter months.

“I’m really concerned that it’s going to be a really rough winter for a pretty good segment of our community,” he said. “We can all celebrate next summer when everyone’s employed again.”

Couldn't agree with you more. Here in Detroit unemployment is higher than the national average and no one in the state is seeing any signs of recovery. I don't think the average middle class person anywhere is feeling there is any kind of recovery underway.

I agree with you completely. I don't know where Moody got thier numbers, But I live in the Sebastian- Vero Beach area and the report we got locally last week was that our unemployment is over 11% not 7% like the report states.

We don't see any signs of recovery here. In fact our housing has gone down again and I can't refinance my home because the equity in it is now below 20%. I am one of the Americans that have tried to do things the right way and now I am being bent over the barrel.

I can't believe what I'm reading here. But as long as California is sucking with the big "0" in recovery... then there isn't really much of a recovery. Oh... its only the 8th largest economy in the world. See how well socialism works? We've been under it for quite awhile here on the sunny west coast!

Sure, there is some recovery in small places. Good for them. But where are the major areas being cited? I doubt that recovery is the correct word to be using. Things may have levelled out.

There is also a new wave of foreclosures that are soon to finally be hitting the books also. They have been on the books unreported for quite some time. Look for them in the next month.

I have family members that have been looking for viable employment for quite some time now. It's pretty hard to keep your self-esteem when your applications are continually passed over.

Recovery? Where? People back to work? Making how much?

Glenn Beck is starting to make more and more sense to me. The Fox network is making more and more sense to me. They seem to be the only ones asking the hard questions. And as long as the President continues to ignore them, the more suspicious it looks. I can't remember George Bush doing that to any news affiliation. SOMEONE HAS TO ASK THE HARD QUESTIONS!

We seem to be in such a state of quandary regarding politics. One candidate, as dry as toast, puts the facts in front of us and we ignore him because he's not inspiring. Another candidate, smooth as oil, throws out a torrent of ideas with no facts to back them up and we vote him in because of the wonderful presentation. Who cares about what is being said?

Now we have to decipher what is fact and what is fantasy. Look around you... that's what is real. And the answers to the important problems are being addressed in the complete wrong manner.

The administration does not address the job situation because they know that their philosophy chases jobs away. Instead, let's tickle an area where the public feels as though they are being wronged. Health Care. Well, there are going to be more and more that are going to need health care... mental health care... if they cannot get food on the table for their families while living in a rented 5th wheel!

You are correct. It is a lot of crap. There is no recovery. Current unemployment is 9.5% by government standards. That has not changed, so the economy is not doing better, it is exactly the same. 15.1 million out of work. That is some improvement.

    Bogus and misleading article again.  People want truth in their articles.  All this article told me is GDP is rising slightly again.  Until jobs are safe and secure again, and government cuts taxes for people, so spending can occur again, then an article can be written that says people have more confidence spending money again, etc, etc.  Another stimulus package is unnecessary.

    Another stimulus package we can't afford it, or the SS increase that was due the seniors who worked all their lives paying into it.

    Of course we do have money to provide a automatic raise to the Congress and Senate for the fine job they have done ruining the country.

    Vote them all out as the 2 party system doesn't work, career politicians need to go and so does their lifetime retirement packages and lobbyist payoffs to family memebers and the corrupt ethics board etc.. etc.. etc..

All purchases are on hold, companies continuing to layoff or terminate employees. Over all they are operating in the RED. The stimulus is a joke. I.e., did anyone notice Bette Midler got $2.0M from the Stimulus bill to support her organization. Al Gore was loaned $529 million yes million to support his company in Europe to develop a new luzury hybred car. AIG which we taxpayers (via the stimulus) gave them 180 billion dollars is giving more bonuses, as is other major wall street firms and banks that got bailouts.             Don, you are correct as I stated it is a loan made by the federal governement which in case you don't realize is taxpayer money. How unusual also that it went to Al Gore.. This was all done very quietly until AFTER it happened. Do you think politics were somewhat involved?                 Mmmmm Just got back from Walmart and was kinda looking. Store was busy with people buying stuff, three cars at the local latte stand waiting in line, grocery store parking lot was full, the local paper has jobs advertised again, I think things are getting better as the tourist town that is close to where I live had the best year ever so I do think things are better whether you people believe it or not.

                              The numbers for unemployment given for the state of Michigan are WAY OFF. We have an unemployment rate of 15.3% as reported yesterday (up from 15.2% last month) but this map is showing it a 7.75%. That is only a reflection of the people that still qualify for benefits. The true unemployment rate is probably closer to 25%.

                              Hell anyone in Michigan would be pleased to see the rate that low. We have lost nearly 400,000 manufacturing jobs in the past year!!Give me a break from this farce of an article

                                I had to read this article, I love fiction. When I drive around Elkhart looking for a job I see signs that say "Not Accepting Applications". I haven't seen a company with a sign out saying "Now Hiring" for a long time. Houses that used to have working families now have empty rooms and realtor signs. The people that write these articles need to look at these places and not just at numbers. Well, if Elkhart is doing so good, then why have I decided to abandon ship. I'm leaving this booming metropolis teaming with jobs, because if you look around you'll see, Elkhart is in the SH**ter!

                                Sickofliears, can you actually drive around town? LOL! I swear, if they tear up one more road, there will be major road rage! (I guess this road construction nightmare is proof of that stimulus, eh?) I haven't seen a lot of Not Hiring signs; a boatload of real estate signs in front of empty buildings, not application signs! I agree with you, this town is still dying off. But can't sell the house, can't sell my rapidly sinking business, guess I'm just going down with this sinking ship.
