Making sure health isn't an economic casualty

Liliana Quintero knows that it's hard enough in tough economic times to pay for health care when you're sick, let alone when you feel OK.

But prevention practices like health screenings, reliable monitoring and behavior changes can keep a small problem from escalating into a crisis, said Quintero, the director of the Hispanic/Latino Health Coalition of Elkhart County. The nonprofit agency aims to provide such early detection and health education for thousands of Elkhart County residents hit hard by the lingering downturn.

"If we create awareness of the importance of health at early ages, we will save money and heartaches for those who will be forced to care for us in the future, should we be one of the unlucky ones," she said.

For five years, Quintero, 37, and her husband, Roger Carlson, 39, have worked to provide access to health information and services to a largely Hispanic audience. (Click here to read a recent story about how the Hispanic community has been hard hit by the recession.)

It's been important in a community and a country where minorities are disproportionately affected by key health issues such as obesity, diabetes and heart disease.

But as the economic crisis has worsened, people of all ethnicities are turning to the agency, particularly to an annual health fair that last year provided more than 7,300 screenings to a racially mixed crowd of more than 1,600.

"It's open to everyone, not just Hispanics," Quintero said.

The outreach recently has become even more personal for Carlson, who stepped up his work with his wife after losing his job as an electrical engineering manager at Monaco Coach Corp., which announced it was closing its doors here last summer.

Reaching out to others has given Carlson a meaningful focus in an increasingly bleak job market.

"It's hard to see the light at the end of the tunnel, at least for a year or two," he said.

One bright spot, however, may be this year's health fair. The couple expects up to 2,000 people on Sept. 12 to show up for free medical screenings that measure important health markers from blood pressure to body mass index and cholesterol to kidney function. Screenings for lead poisoning in children, osteoporosis in older women and blood glucose levels in the population at large also are offered.

It's a potentially life-saving service at a time when growing numbers of Americans are cutting back on health care costs. A survey this spring by the American Cancer Society's Cancer Action Network found that one in five women said that they or a family member had postponed cancer screening in the last year because of cost.

One third of Americans with incomes less than $35,000 put off screenings such as mammograms or colonoscopies because they couldn't afford them, according to the survey of more than 1,000 people conducted in April.

That comes on the heels of reports that Americans are cutting back on prescription drugs and putting off office visits to physicians. After more than a decade of significant steady rises, U.S. pharmaceutical sales slowed to an overall growth of 1.3 percent in 2008, fueled in part by two quarters of decline, according to IMS Health, which tracks sales.

Visits to doctors dropped by 1.2 percent between July 2007 and July 2008, according to IMS. Industry experts say they've probably fallen even more; new data is expected in August.

A free screening offered by Quintero's program likely saved the life of Nohelia Gonzalez, a 37-year-old Goshen factory worker who had postponed annual gynecological exams. She was a volunteer at a 2006 Pap-a-thon, a Pap smear screening fair for women, when a client missed a scheduled appointment.

Nohelia Gonzalez, 37, of Goshen, Ind., was diagnosed with life-threatening cervical cancer after a screening at a health fair offered by the Hispanic/Latino Health Coalition of Elkhart County.

Gonzalez agreed to take her place, and was stunned when the test showed signs of abnormality. Within days, she confirmed the worst with her doctor: cervical cancer. Within weeks, she was in the hospital preparing for surgery.

"It was really bad," Gonzalez said. "Probably, maybe, I could have died from it."

Three years later, she's an even stronger advocate than before for health screening.

"Do not wait," she said. "Do the exams every year. Don't put your life at risk."

That's a message echoed by Quintero and Carlson, who run their program on a shoestring budget of a little more than $102,000 a year, according to tax records.

"Most of us can drastically improve our chances at a healthy life by taking care of our bodies, eating healthy and exercising," Quintero said.

    health care is very complicated i never knew how important health insurance was until i needed surgery and could not pay for it. i ended up at the county hospital waiting and waiting.its not the waiting that has affected me so much but the fact that they are so overwhelmed i can not get the care i need or help with questions about my after care. i feel as though i am burdening these people and pushing them to help me.its hard enought to ask for help but to feel like a burden is starting to get to me...i am not jobless and i am not on welfare but i can not get ahead. one medical emergency is making it harder for me to take care of my family. it is a stressful time. but i keep thinkin i am sure there are people who are worse off than me. thats all i can do to stay positive in this trying time.

    Perhaps the health care system in Elkhart County wouldn't be so overburdened and losing money if they weren't providing services for non-paying illegal immigrants. Perhaps this "outreach" group will find it within its heart to bill Mexico for the "free" health care we are providing?

    The fact that the majority of attendance is from Hispanics, doesn't mean is close to everyone else, I been there for two years already and they threat EVERYONE!!! with respect Hispanic, non-Hispanic, "Americant's like yourself," Americans, African Americans and Asians.     Here we go again. Why is it that the Elkhart Truth can only write stories about the illegal aliens that have cursed our town? Now they get free health care? WTF? How about free health care for those of us who speak English, pay our taxes and are teetering towards bankruptcy because we can't afford insurance to cover our healthcare costs and the cost of the healthcare at the local doctors/hospitals have more than doubled in the past few years to pay for all of the "free" healthcare given to the illegals.

    Go to the Health Fair and take advantage....IS FREE and NOT only for Hispanics; how close mind you are...geez, you should definitely go (if you live around the area) so you can see for yourself....

    Hispanics are not getting free Healthcare.... the Health Fair provides free Medical Screenings for everyone for FREE! There are a lot of organizations behind it providing this screenings for the community. Man, you guys can't for read for S*@T.

    Besides, our town is not cursed. People stopped buying RV's and boats and we were not diversified as a town. The "RV capital of the world" came crashing down. That was our "curse" if that is what you want to call it...

    10 Million illegal immigrants (criminals) in this country and now the FED and State government want to provide free or subsidized health care for them. The FED government has the id check system up and running right now, it is 99.9% accurate. No ID no FREE or subsidized health care, but we should give them a free bus ride back to where ever the illegal criminals came from and they can get their health care from their own government, not out of my taxpaying pocket.

    I am still not clear what "free" health care you are referring to. You admitted, and it is true, that the government knows who they are now and nothing is offered to them. Nothing is nothing. Events like this just help to keep them out of the emergency rooms. Quintero is able to organize these events for about $20.00 per attendee which is amazing. She is an expert. She does it because of her big heart. Also a vast majority of the attendees are not "illegal" but that is another story.

    While Quintero and Carlson et als are doing a great thing from a humanitarian perspective, I wish to approach this from a more fundamental point of view.

    The health-care system has been broken by GREED. Case in point:

    I recently purchased new eyeglasses from a local optometrist. After the examinations, the selection of frames, lens material and such I was asked how I was to pay for this. When I asked how much fr a cash transaction, I was told it would be $300. When I presented my insurance card, the manager immediately perked up and began his calculations anew. Shortly thereafter he told me I only had to pay $120 out-of-pocket; I was happy as a clam. However, as I read the billing document later I found tht my insurance company had been billed to the tune of$750!! WTF??? If this happens all the time, no blasted wonder that health insurance costs so much.

    Practices like this, along with litigation-happy yahoos, and the prescription drug industry's penchant for squeezing the market as hard as they can, have created this crisis. I'm not even going into the "illegal immigrants are dragging the system down" thing. that's a whole 'nother post.

    That's odd that they charged over double what the cost of you would of been. I have never seen that before. Anytime I get a bill from the dr. or hospital, it is always way more than they charge the insurance company. All my medical bills have always been reduced to at least 25% of what I am expected to pay. Now that is what I don't see fair. The insurance company catches a break, but if I were to pay for it out of my pocket it would be more. whatever!

      Yes, everyone is welcome to attend the health fair and the annual event has been very multicultural from the beginning. These kind of events are so important these days because some people in America (ie comments above) have lost focus of what it means to be multicultural in America. Less than 20% of Hispanics are undocumented but they all get judged that way. I know from experience. Don't forget that Clinton (i think it was clinton) gave amnesty to all Hispanics living in the US at that time. The ones that are here "illegally" have provided the government with about 30 billion in tax revenue per year for free because without proper information they cannot ask for tax refunds. They are not eligible for government assistance like social security, or unemployment when they get laid off, or food stamps, or any other assistance. I also know this from working with the group. They are in a very difficult spot but still they choose to stay because they want to provide a better life for their children. They have no "dreams" of a better life for themselves. They are sacrificing for their kids. The kids were born here so they are American so moving back to Mexico would be devastating for those Americans and being separated from their families would be also. It is a very difficult problem that the government has allowed over the years. Elkhart would not have had its 30 years of prosperity without those workers. This town was very manufacturing oriented. Everyone fit right in with no complaints. Now that the economy is down for a year or two we expect the small amount of illegals to disappear. It is not that easy.

        well said. what about a mandate legalization to undocumented immigrants of all races. this is one of the best alternatives to promote the economy.

        school teachers, translators, immigration officers, judges, law firms, doctors by doing immunization, social workers, day care center, Bank, travel agencies, big enterprises, supermarkets, paralegals, car dealers etc will greatly benefit from this process. The gov. can earn lots of money in addition to the $ 420 billion a year that IRS profits from undocumented workers. $420 billion that is saved in suspense file every year can cover up undocument immigrants health care spending-those are undocumented workers' Income taxes that they have no right to collect. After big businesses profit from these fox, IRS benefits $420 billion a year.

        free health care screenings for all is a perfect way to prevent some diseases.

        undocumented immigrants don't seem to be a burden to the health care system. the gov. has myriad of ways to cover these people.

        If the gov. excludes these fox, they don't know how to fix the healthcare system. Research about the emergency room policy in America-they cannot refuse them nor tourists. This is what makes America great and this is what makes America different to other countries. how do you want other countries to treat some of your friends?

        focus more on those with great insurance policies that denied care during important medical procedures. focus on quality of care and access to care. focus on healthcare cost.

        If the gov. refuses to provide health care to these people, those with health coverage may still at risk during an outbreak. the gov. today is more likely to treat anyone whether American Citizen, tourists, immigrants, undocumented immigrants with H1N1 flu virus and other contagious diseases.

        You have a great insurance policy; how will you know if the one sitting next to you have coverage or no coverage and with H1N1 virus. You may get the virus from him/her the same way you may get the virus from someone who has access to health care.

        If an American citizen believes that an illegal mexican takes his or her job, that is, the American citizen may be poorly educated or may lack of planning. This is your country; therefore, you should achieve behond the norm.

        For a country to be one of the powerful countries in the world or the most powerful countries in the world, health care should be provided to all.

        One doesn't need the economy to be worst. Imagined houses that face foreclosures; the neighbor has nothing to do with them, but foreclosure houses tend to diminish neighborhood's qualities-filty houses with all sort of animals in them plus some of them may harbor bad people.

        Remember when some technical schools alerted the general public to get an education. Some Americans didn't attend them. As they were about to close, undocumented immigrants with an A number makes good out of them. Why does someone in another posting complain when they didn't want to get an education-illegal mexicans didn't take anyone's job, rather lack of skills or procrastination to attend the job on time may be one of the causes of job loss.

        One should reduced his beer or alcohol intake to focus on his/her job before blaming undocumented workers.

        This is interesting that"they want the best healthcare for their family, but they don't want those who put food in their plates or fix their hospital beds to have access to health care...yet, they want to reduce hospital acquired infection and community acquired infection." I don't get it!

          So this lady went and got a free health screening, because she couldn't afford it herself.

          Then ended up in a hospital with surgery that included a hospital bill, and other huge charges , including surgeons and anesthesiologist bills, lab bills, etc. wgucg run into thousands. I know no doctors who do this for free. I am a retired RN to young for Medicare who is unable to get any insurance at all,anywhere. I go once a year to my MD. Anything above that, MRIs, possible surgery I can't get done, because of the huge bills.

          What is wrong with this picture. I am without necessary healthcare but this lady gets all she needs ??? Someone explain this to me.

            I guess I don't understand why you are not still working. My parents and grandparents worked until 67 or later because of that reason. There may be extenuating circumstances that forced you into retirement though. Regarding the lady in the story, I know her. You should get the facts before judging her. As the story reads, she was at an event as a volunteer when one of the attendees did not show up. She got took the free screening because there was an opening. It was a stroke of luck as she had not intended to get it. She did have insurance and the insurance did pay for the resulting insurance. You tell me what is wrong with that picture? Why, because something good happens to someone else you need to get angry? There is something wrong with that picture. Take the beam out of your eye before you try to take the sliver out of others eyes. By the way, because of her life being saved, she stopped partying on the weekends and now faithfully attends church and she volunteers regularly for HLHCEC and other organizations that need her.

                I would like to believe that the racially prejudiced views that are being posted here are not reflective of mainstream thinking. However, the way the media spikes news and paints a picture of possible causality between the undocumented immigrant issue and whatever hardships this country is facing, my feeling is that there are truly huge numbers of americans who buy into that despicable slur! This country is going bankrupt not because of any minority ethnic group but because Americans have voted into office people who have formulated laws, economic policy and unfunded healthcare mandates all of which cost more than they can afford! Americans believe that this Republican and that Democrat will magically fix what;s wrong through laws and taxes and unfunded mandates( servitude without pay also known as slavery) and not have to pay for it or be accountable for the consequences. If this is the case then American society may very well be analogous to a person with stage 4 cancer(any kind), there may no longer be a cure!

                OMG, are any of the posts here from Native Americans? If not then we, or all our ancestors, have all been immigrants at one time or another, legal or illegal. Furthermore, constantly thru out history when America has experienced serious difficulties the people seem to want to blame the new rash of immigrants arriving in America. What an easy solution and cop out. We need to take responsibility for our own actions and the bad decisions that we ALL have made and stop trying to pass the buck to someone else. Look at the man in the mirror for gosh sakes, before its too late. Let's stop trying to blame, and look for good solutions. We, as Americans, ALL of us, need to get together and stop pulling apart. I'm sooo tired of the finger pointing and nothing getting done. Who bloody cares. I want a solution that makes everyone happy and that enriches this country and makes it great once again. Compared to the rest of the world America is still Paradise, who wouldn't want to come here and live a dream and better their family? Isn't that what all our ancestors did and why we're here? But eventually all Great civilizations eventually go down and I hope that our time has not already come. We need to come together, stop the finger pointing, the bigotry and the blaming. Everyone may not have voted for this President but he is trying to get everyone together in peace. Everone, Republicans, Democratics, Men, Women, Black, White, Hispanic, Muslim, Christian, Jews, etc. There is a part of all of us in this man. Even if you do not presently or ever agree with him, help him to make our country Great once again and show the World that when America is down, We Americans band together and rebuild it up again, because when times are hard, in the end, we are ALL Americans and we want what's best for our people and our Country, without War and bloodshed. This is our House, the House of Peace, Tranquility and Prosperity, and we CAN fix it and make it better in Peace.

                Very nicely put... Quintero is a hero in my eyes... anyone who will give their life to help make others better for next to nothing for a salary, even though they (Quintero in this case) are highly educated and could do much better doing other things, is a hero. If we all worked so hard to help each other, this country would be so much better.

                Also, Quinteros attitude is contagious. I read somewhere that she has a team of 400 volunteers at her disposal. These volunteers believe in the HLHCEC mission and have realized that volunteering is a way of life. I hope that attitudes spreads from Elkhart to around the nation. I am sure there are plenty of other groups with good volunteers, I am just saying here is a great example in a hard hit part of the country. We should be using it as an example.

                Those of you raising sand about illegal immigrants need to blame the ones actually responsible for them having jobs here -- their employers. Those same employers knowingly chose to hire and pay illegals a pittance and provide no health insurance. If no work were available, do you think these folks would be here? Incidentally their employers are the same employers who can't get you to work for them because they pay a pittance and don't offer health insurance.

                For a former health care worker to begrudge ANYONE who has cancer treatment and surgery is inexcusable. While someone too young for Medicare may not be getting the level of treatment she thinks she needs, much of that lack of treatment is a matter of choice. In my experience, if an expensive test or treatment is needed, but which I can ill afford, my doctor will move heaven and earth to make sure I get it.

                If the need for an MRI is a matter of life or death (as is a cancer diagnosis), any responsible doctor will make sure his or her patient gets one. Period. If surgery is needed for a life or death situation and the patient can't afford it, any repsonsible doctor can and will see that it gets done. Period. A yearly visit to the doctor doesn't seem to indicate a life or death situation.

                On three occasions in my life, I have been told I needed surgery -- three different conditions. One my family couldn't afford and decided to try to ride it out. I outgrew the problem. Of the other two, one -- menopause-related -- was obviously self-limiting and resolved without surgical intervention and the other responded nicely to a therapist-friend's suggested easy exercises. Not one of the three was necessary.

                I find I have to choose the level of medical care I receive, even with insurance; a high deductible policy is all I can afford. For example, my doctor suggested I have a colonoscopy, not because I had any symptoms, but because it has become standard practice to recommend them after a certain age. After some discussion, we settled on a fecal blood test.

                Even with the self-imposed restrictive choices I have for medical care, I would never begrudge anyone access to medical care. Access to good medical care for everyone should be one of the benefits of living in this country, no matter what the situation.

                Note that I said good medical care; that does not mean gold-plated medical care. Not everyone needs a colonoscopy every year or two. Not everyone who falls and hits her head needs to head to the emergency room and undergo outlandishly priced tests if he or she can get in to see a doctor in his office for a quick exam. The list could go on and on.

                    My highschool classmate was Jim Oberweis in Illinois. He brought about the facts of illegals here. They knocked him and criticized him for it. "He was right", about many things.

                    I had a Mexican friend and a black friend of mine live with me for a couple of years. Sorry to say that as nice as they were, the sterio type of a Mexican and black showed. No; not all are that way as people think, nor do I, but the big question is how do we solve the sterio type of these and other people?

                    My one suggestion at least for mainly Spanish kids in school,(my son attends high shcool), is to set up a seperate school for them, and no I am not trying to sterio type them or segagrate them. It would be best for them to learn that way. They then should be allowed to play sports or other activities from the main school in there area.

                    I don't agree that anyone born here in the U.S.A. should automatically become a citizen unless they are a citizen themselves. Let all illegals get in the back of the line to become a citizen and give work cards to those who are not and punish those who hire those who have not registerd for a card. Lets set up a program just for those people with cards to get medical treatment and even pay some kind of co-pay.

                    Untill we can all look ahead and ignore that every Mexican we see is illegal it will be difficult to rebuild our country. We need to consider as well as illegals that regular US citizens deserve to be treated first with all the rights they deserve and give the illegals the chance to acheive the same.

                            This just in... Even illegal immigrants pay taxes through their employers who cut their paychecks. In my experience in Southern CA, Mexican immigrants are, for the most part, the only people keeping alive the "American Dream" as we commonly refer to it. They work hard to support their families and delight in seeing their children succeed in society. Ayn Rand would favor them to the majority of whiny "Americans" who feel entitled to an above average living wage in return to providing minimal contributions to their society.

                                    I commend this women for her efforts to bring attention to the merits of preventive medicine and bring it to her community at an affordable cost. Hispansic does not equate to illegal so for those of you who are posting it as such, please keep in mind we were all immigrants once.

                                    However I think it is time that this country and its citizens need to get realistic on healthcare or more particularily government provided healthcare and tax increases. My household income is in the top 5-10% of the nation and we pay exorbitant amounts in taxes roughly 35-40% out of each paycheck goes to taxes and health insurance subsidies. If you want the same healthcare then you should expect to pay in the same amount of your salary percentage wise as well. I have lived in countries with socialized education and medical systems and there are some great merits to it along with some huge downfalls, but the bottom line is everyone pays and everyone pays at a rate in the range of 40-50% of their income. We need to drop the expectation that we tax the top 10% earners at 60% so everyone can live the same in this country. That is communism and it is very dangerous. Either people need to go without and not pay the tax or they need to belly up to the bar and pay for the care and education that they feel they are entitled to.

                                    It is getting to the point where for some dual income families in the 170K-225K range it doesn't make sense tax wise for one of those individuals to work. I run the numbers on a regular basis, if Obama makes my employer provided health benefits taxable and because of my income I am not entitled to government subsidized we will cut an income and we will live almost exactly the same as we would had we still had two incomes coming in. I didn't go through 8 years of school to make 4.50 per hour so everyone else can have what I have, I will stay home with my kids and enjoy life and take the handouts this government wants to hand everyone else for free.
