The 'other white meat' meets the runway

In this city where President Barack Obama championed a federal stimulus bill free of "earmarks" and "pork," some elected officials and citizens are questioning whether the first "shovel-ready" project here to be funded by the legislation – a $4.2 million resurfacing of a runway at the Elkhart Municipal Airport – meets that promise.

It's an argument being played out in various forms around the nation as the money from the $787 billion economic stimulus package that Obama signed on Feb. 19 begins trickling down to the local level. It often wears partisan garb, but at its heart is the vexing question of how you define "pork" and "earmarks" -- terms commonly equated with hogs at the trough.

As Associated Press reporter Calvin Woodward explained in a Feb. 9 article titled "Obama has it both ways on pork," the Elkhart runway resurfacing and other projects that will benefit from the surge in federal spending are technically not earmarks. But that's not to say that they are pork-free.

"There are no 'earmarks,' as they are usually defined, inserted by lawmakers in the bill," he wrote. "Still, some of the projects bear the prime characteristics of pork tailored to benefit specific interests or to have thinly disguised links to local projects."

This Pro Publica article -- published on msnbc.com also before the legislation was finalized – also detailed numerous provisions and exemptions intended to benefit special interests or specific businesses or industries.

In Elkhart's case, the question boils down to whether the airport project benefits the few or the many.
There is no debate about whether the 6,500-foot runway needs resurfacing – it has visible cracks that are sprouting weeds. (Click here to read the Elkhart Truth's story on the airport resurfacing project.)

But there is plenty of discussion over the wisdom of spending federal money on it when the city with one of the nation's highest unemployment rates has so many other more-pressing needs. David Henke, one of three Republicans on Elkhart's nine-member Common Council, said he has two problems with the project.

"It's a little surprising to see stimulus money go to an airport that 99.9 percent of the citizens do not access," he said, referring to the fact that the airport is used by private and corporate aircraft and a few charter operations but has no commercial service. "The second point is that the stimulus should be used exclusively for long-term job reclamation. Repaving is going to help some contractors … but at the end of the day, once the project is done, the jobs are gone. It's not going to bring in new planes, it's not going to bring any new revenue."

Mayor Dick Moore, a Democrat who set the agenda for applications for stimulus funding, responds that such criticism misses the mark because the funds came from a $1.1 billion pool dedicated to airport renovation or maintenance and could not be used for other purposes.

"I guess we could've turned the money down, but we were at the top of the list because we already had filed with the FAA," he said. "… We would have eventually done it at great expense, with local dollars or by getting a grant and having to come up with matching funds."

He and Andy Jones, the airport's general manager, stress that the airport creates badly needed jobs throughout the city.

"Flying commercial eats up a lot of time for these executives; a lot of times it's really cheaper for them to be able to move in and out of where they do business quickly and efficiently," explained Jones.

Moore adds that while the airport's economic benefit to the city may be incalculable, it is not insubstantial when it leads to deals being finalized with local suppliers.

"When they fly away, what did they leave behind?" he wondered, musing about the departure of executives after such a meeting. "An order for the $3 million or $4 million?"

Beyond that, the mayor estimates that the runway repair alone will provide 250 short-term jobs, a number that strikes critics as too high but may not be far from the mark, according to Gene Yarkie, regional vice president with Rieth Riley Construction Co., Inc., which plans to bid on the project.

"A project like that seems quick and easy, but there are a lot of steps along the way that go into getting that to the runway or highway -- aggregates have to be mined, processed, trucked and then applied," he said. "A lot of jobs are created along the way."

Slowly boiling beneath the current debate about the runway project is a bigger question about the airport's net benefit to the city.

Henke, the city councilman, said the airport runs an annual deficit of $675,000 – an expense that is born by city taxpayers. That leads some to question whether Elkhart even needs an airport, especially since there is a regional airport just 15 minutes away in South Bend, which offers nonstop flights to Atlanta, New York and other big cities.

Henke said he does not count himself among them.

"I'm not saying I'm anti-airport, but what I am saying is you've got to be smart about your investments," he said. "If you' own a lake cottage and you're behind on your payments, this is not a time to put an addition on."

    I'm calling BS/typo on an annual deficit of 675 million. Some communities are finding really useful projects for stimulus money. Here in Charleston we're dredging channels for our port and putting in place drainage projects that have been planned for years...

    "The FAA will distribute Indiana's portion of the stimulus funds through its Chicago office. INDOT's Aviation office worked with Indiana's 67 airports eligible for federal funds and compiled over $100 million of potential airport projects in addition to any requests submitted directly by Indianapolis International Airport. The list of projects was submitted to the FAA in December 2008. The FAA has sole responsibility to determine which airport projects receive stimulus funds and administer the grants.           Your right, lets thank the NAFTA program which allowed manufactures to go oversees. Lee, Levis and Wrangler closed 14 facilities in El Paso, which leads to 20k people on unemployement. The Union is causing 2 more closers.

              The more I hear about the government situation, the more frustrated I get. This system and our contry has been screwed up for some time. Everything is taylored for the wealthy. Our stimulus is going to building places I can not afford to visit. First of all we need a government that will run this country like a business that will show profits instead of just a defficet. Next we as Americans need to put our priorities into prospective. i.e. I'am all for sports and the pro athleate! But why should anyone get paid 40 million dollars to play a game half of us would like to just play for fun in our spare time? We have people capeable of saving lives, some putting their lives in harms way everyday to protect our rights, constantly risking their own lives. Graduates of some of the top collages and smartest people, but they make popcorn compared to the guy that could dribble and toss a ball! Like wise with any other sport. I agree they should be amongst the elite, but shouldn't those that would die for you? Until everyone agrees to stand together rather than standing apart due to some minor imperfections with one another, we will just keep going down this twisting trail.

              this is why i have said from the start of this stimulus deal, the money should have been given to the people. the polititians, the banks the insurance company's, stock brokerage firms are the crooks that caused this problem we are having. what ever made obama think they would change? why should the cities use the money for what it was intended when the banks that were given money to loan and stop forclosures won't lend the money to the people who need it. IT"S ALL JUST ANOTHER MAJOR GOVERNMENT SCREW UP!!!!!!!!!!!!!

              the only CHANGE i have seen so far is the names of the crooks in the obama administration are different from bush's. every thing else is status quo in washington.

              The stimulus is not going to help with the recession, thank the NAFTA program which has caused at least 20k jobs in El Paso. Ex. Lee, Wrangler and Levis closed there 14 manufacturing facilities in El Paso and moved oversees. Thanks Clinton for NAFTA program.

              urcorrect, your not so correct. Thanks to NAFTA we are polluting Mexico and we are killing their people. In the town of Reynosa, Tamaulipas children are being born with deformities thanks to the manufacturing plants that moved there form the US. Not to mention the profit that US companies are making for paying workers there $8 per day and no benefits put polluted air, water and land. It’s not Clinton you should be mad at, but the good old corporate fat boys and the American people in general. We are now the beneficiary of cleaner air, water, and land beside the goods that we are buying for cheaper, so we are just as culprit as all of them. Don’t throw the rocks then hide your hands. Just because you did not pull the trigger don't make you and less guilty.

                Reguardless, all this will never end! Until you are willing to put aside your differences (i.e. race, religion, gender, etc...) and stand together as one, nothing will ever be done. We are all so divided by so many subclasses, we can not even get along with each other. We idolize overpaid athleats, when people are dying for your freedom everyday at minimum wage almost. We have Doctors who have attended the best collages and capeable of saving human life, that can now not afford a roof over their heads. And none the less the rich will get richer, and the only people who ends up paying is the poor. Everyone passes the buck until it reaches the person living pay check to pay check! Our government can spend billions in repairing another country and for aid. When we can not even afford a roof over our heads, and food in our childrens stomaches. I think there is alot of better things our government could do for us and with the stimulus!

                    I do not think so. We are buying more busses, roundabouts , brick and wire fences. We had a roundabout built. They said it was cheaper and safer then new traffic lights. Though by the time it was all done it cost 3 times that amount. They used different federal government programs.

                      Well, I know here in southern West Virginia, it wasn't long after the stimulus money was divied out to us that the road workers have already started working on a large part of U.S 19.  The local newspaper put out a list of roads that would be repaired/repaved with the stimulus money; about 90% of them were places that were actually in need of repairs.  Could the ol' WV be actually using it's head and being smarter on spending money?!!!

                        See this is the governments logic, The bills have gotten larger, and instead of scrimping and saving like a smart person would do, they go out on a shopping spree and buy things that are while nice, dont impove their lives any nor generate any income for them.

                                My city is buying up land for a private company so they can build a windfarm there. Nevermind the fact we had an ice storm this year that put about 2.5" of ice on things, i am sure those fragile windturbines will survive without flinging massive ice chunks everywhere, or worse their fan blades.

                                While this years ice storm was unusally bad (global warming LOL), we get at least 1-2 a year....

                                    I'm not sure I agree with the funding for alot of these projects mentioned before. I do Mechanical Design work which has all pretty much dried up. I'm not sure how any of the stimulus money will benefit my profession unless I was a Civil Engineering firm or construction company on highway projects. The whole company I'm at is in limbo down to 32 hours per week & I just don't see any impact at this point on spending all this money. Not sure where things are going in Wisconsin right now just keeping my fingers crossed that work develops so I can take care of my three kids.

                                            Branson, MO is opening a new $155 million "privately-funded" airport (no federal taxpayer dollars) on May 11th. It is a destination point and one can only hope it continues to be.

                                            Over $4 million taxpayer dollars into the Elkhart airport? What return is expected on this investment? Right, it's not about the money, it's about the votes for Obama and friends in 2010 and 2012.

                                            The politicians grow more corrupt by the day.
